Apache:mod_rewrite


I've such trouble:
I have Apache 2.0.50 with many modules including subj. And I have site downloaded from inet fully. Site was dynamical so all pages were saved in form xxx.php?xx_id=123.
So where I go to xxx.php?xx_id=123, Apache is trying to find xxx.php and to send to it xx_id=123 as parameter. If I go to xxx.php%3Fxx_id%3D123, all work perfect.
What I should add to httpd_conf to get it all working?
