Webmail suggestion

I'm here to get some suggestion, I'm in the very firsts phases of planning a little restructuration on the email system of a business.
The problem:
This business uses windows and Microsoft outlook mail, but pst files are getting really big (4-8) gb each and they need the email as archive, they also use roaming profiles and because of the size they can't stay in the profile. Also some "user" enjoy the feeling of unplugging the pc from the power and pst are getting eventually corrupted and when fixed they never give back all the mails.
My view of the solution:
Build up a server that downloads the mail from their actual provider and serves them throught a webmail. I've presented them the iCloud one and they liked it very much, what they basically need is this:
- heavy attachments downloaded once and then accessed really fast (well LAN speed is ok)
- bulletproof system, I think I can make a system like this (much) more reliable than a set of pst
- folders where to order the mails on the webmail
- rules for automatic sort incoming emails to folders on the webmail
- cheap, you know the crisis..
So I miss a couple of pieces here to solve my puzzle:
1) something to download the email from the pop3 server of the provider, eventually I can forward them to a pop3 server running on the business server, but this would make things more complicated and less safe.
2) a web interface for those email as discussed above.
