I found the Gitlab container which were using the sshd service.
I turned off the container, for this command:

I couldn't find out what this process could be...

after that, i tried to start SSHD service on port 22, and the error message is the same.

you need to find the process using that port. Or probably your service somehow starts sshd twice in a row.

First of all thank you for all the help.
Unfortunately I did not find the process which was blocked the SSH service. And still don't know what was actually a problem.

The solution was not nice but worked, I just reinstalled the OpenSSH Server and removed all the config.

Now running without any problem.
