The server's error message seems to be caused from an incomplete connection (at the application level). For example, I can generate that message by connecting via telnet and immediately quitting:

I am not sure what "identification string" the message refers to or how far along in the login process it has to go to
not get that message.
Is it possible for you to have somebody that
cannot connect to your server with ssh run
ssh with the
-v option and for you to post the results here? (feel free to "scrub" any sensitive info before posting):
