Squid Delay issue


hey need help
i want to limit Download up to 15KB/s and i got 512Kbps i try this:
delay_pools 1
delay_class 1 1
delay_parameters 1 15000/15000 15000/15000
delay_access 1 allow mynetwork limittime
http_access allow mynetwork
http_access deny all

when i try to download either the download would be 1KB/s or 5KB/s or suddenly up to 25KB/s more than i specify! why ?
let me explain what i understand of that
delay_parameters 1 15000/15000 15000/15000
the 1st (15000/15000 = Overall Bandwidth i have? right but i specify this) and 2nd (15000/15000 = the limit Bandwidth)? right?
hope someone can help me with this issue want my limit as hard limit 15KB/s not to 25 and 30KB/s

The 1st 15000/15000 is the access limit for the network, while the 2nd 15000/15000 is for the individual user.
15000/15000 means limit the speed to 15000 kbps once the usage goes above 15000 bytes.

What I think you should be doing is using this line

delay_parameters 1 -1/-1 15000/15000

This way speed will limit to 15 kbps once anyone downloads more than 15000 bytes.

hey thanks just to make clear about your

delay_parameters 1 -1/-1 15000/15000
you said will limit to 15 it it exceed 15000 bytes (so it will be like this delay_parameters 1 -1/-1 Max_Rate/Max_Size ) ?
since in the site you gave there is :
#5000/150000 are values for the whole network
#5000/120000 are values for the single IP
#after downloaded files exceed about 150000 bytes,
#(or even twice or three times as much)
#they will continue to download at about 5000 bytes/s

delay_parameters 2 5000/150000 5000/120000
(here they saud if it achieve 150000 byte it will limit to 5000 mean
delay_parameters 2 max_size/max_rate (network) max_size/max_rate (for individual user) as i understand from this!

can you please paste for me just line which is min and max (size and rate) as i paste
