cbq squid delay pool bandwidth issue

Please see my network diagram and provide me sollution


ISP ROUTER -----> 512 KBPS -------> LINUX Redhat 7.3

If using squid

1) Per Pc Bandwidth 8 KBPS
2) Downloading Speed 5 KBPS


CBQ
1) FTP Traffic 3 KBPS
