Postfix header_checks too late

I have header_checks set on postfix but it is passing through the emails to dovecot for user validation before running header_checks.
(IMAP configuration)

This leaves the user list on the server open to probing.
(And is wasteful of resources)

Is there a way to trigger header_checks in postfix before it
tries to validate the end user?

If not can anyone suggest a way to do this before postfix?

TIA
