I have found this tutorial http://www.howtoforge.com/video_stre...tpd_flowplayer that details useing flow player however i was woundering if there was more of a whole package that allowed users to logon and upload files!

Are your users on a LAN? First you said that you want to stream videos, and then you said that you want to upload them?

If you want users to simply click on a link, then a simple web page with links to the video could do it.

You might want to google for vlc or gstreamer.

One option is to use a darwin streaming server to stream QuickTime compatible videos. You may need to convert uploaded videos so that they are in a format that can be streamed by the server. Here I am thinking about a web based user interface. You could also use a streamcast server instead. Your question is very open ended. Google for options and decide what you want to do.
