help me in streaming video from a web server


so here is the scenario...i want to stream a video of an event in our college in the college's website (of course with permissions)

so here is how it is to work..

the function wil be caught on tape and simulataneously given to us for streaming to the college's website..

so i have an abstract idea as to how it should work

first i'll capture the video using a tv tuner card ..then i have to encode the stream it using some streaming server like VideoLan's VLC

this server is good... but not so sure abt the implementation factors..

have i covered it all or are there still more things to be taken off.
