Not much we can help you with, since you don't provide any useful details. You don't say what version/distro of Linux, what kind of hardware it's running on, what kind of network environment, version of Apache, or tell us ANYTHING about what web sites/applications/databases are running. We can't even begin to guess.
Also, is this a new problem? Existing? New server? Anything been upgraded??
Am using django 1.2 and the database is postgres 8.4 and ubuntu 10 ltz
I have my server on amazon 2gb ram and i have 1 gb free most of the time dual core pc

Ok, but you still haven't said what you're hosting, how many users, etc. 2GB of RAM is a little bit light, but ok. And to address other issues, Ubuntu 10 LTS SERVER is VERY old, insecure, and goes end-of-life in 8 months. The latest Postgresql is 9.3.x, and Django is 1.6x. You are VERY behind, and it's not surprising you're having problems.

Nothing 'strange' about it...there is a reason, but again, you haven't provided any of the information that we need to be able to help you. You were asked numerous questions in the first reply, but haven't addressed most of them.
What does it say in your Apache logs? System logs? And if Amazon is hosting that server (???), have you contacted THEM for help?
but the my problem is with apache because when i log into the server and see the top i see nothing running the cpu is very low and the ram 1gb free and the server response is fast it stay like that untill all my "G" is full of request then the server stops to respond and the cpu very low i was thinking to my max request now is 150 if i have only 10 free the server resonse is very fast but when they all filled up then it stops responding because all the 150 are full whith requests that they are not there

We understand what you're saying....but unless you provide actual details/messages/logs/hints, there is NOTHING WE CAN TELL YOU. Restating the problem tells us nothing new. If you don't provide more details to let us help you, and read/understand/follow what you've been told so far, there isn't much point in posting.
Have you read and understood what's been told to you this far? Have you done/tried ANY of it?
please provide the server error log, so we can understand your server issue, it would be better if you please tweak your web server for handling more traffic.
Please also copy your server iostat when your server come up with issue.
