A question about DHCP failover


I want to ask a boring question to you,I have already debugged the dhcp-failover since Jan,but always fail,I install the linux-redhat-enterprise 5.0 and ISC-DHCP 4.1.0 on my server.If I am running two servers at one time,It seems good,when I break down the one server,and I am running the other server,the promblem appears,the log tell me "the peer holds all free leases" after I type "ipconfig/release" and "ipconfig/renew" , the client c
an't get address. why does the server appear the problem?please tell me,if you have some method of resolving the problem,thank you appreciate.
