mod security 2

I have read plenty of docs but still couldn't find why Mod Security 2 is not compatible with Apache 1.x? Whats new in mod sec2 that makes mod sec2 works with apache 2 and not with apache 1.x?

any quick help will be appreciated...

Regards.

There is another option - dotDefender (http://applicure.com/About_dotDefender). It's commercial, but support apache 1.3
