Unhappy Limiting processes not working correctly


Alright here is the problem. I'm running a linux server Debian Sarge where i configured in my limits.conf file that user can run max 10 processes by setting
* - nproc 10

Now this works correct when i login with root and monitor with top all the processes run by a certain user i can start 8 nano's for instance and then it won't allow me more because also ssh and bash are running. But now whenever i start something else like a server(with is my guess uses more than one thread) i can't start any other program or just a few. When i look with top on the amount of processes run i don't count ten.

So is my guess correct that with nproc you set the number of threads allowed to run instead of pure processes.
If so is there a way to monitor the amount of threads running

If not what is then the case
