disallow password reuse

Is it possible to disallow the reuse of a single password for a user for a certain period of time, as opposed to a certain number of passwords. I know I can set it in /etc/pam.d/system-auth to remember the last N number of passwords, but I would like it if i could set it to remember the last 6 months or so of passwords.
