I am new to Linux. I am currently using PCLinuxOS 2007. There don't seem to be any video editing programme included. I was just wondering whether upgrading to Ubuntu 11.4 will give me some default editing software.

I recommend kdenlive. I haven't looked into how to install it on PCLinuxOS (and I strongly suspect that PCLinuxOS 2007 would be too old). However, here are Ubuntu's help docs on it:
The defeult video editor included in ubuntu is Pitivi, but I don't recommend it. As dugan said, kdenlive is a good choice.
And you don't need to install ubuntu just for a video editor, you can keep/upgrade you current distro.

Post the message it gives you when an installation fails, and chances are someone will know exactly whats going wrong and tell you how to fix it

I tried for example to install kdenlive and only got the following feedback. That is what I get when I try to install just anything

julio is not in the sudoers file. This incident will be reported.

in theory, a program that runs under Linux, can run under any Linux distribution.
In practise, the repositories being maintained by the supporting community are limited and contain only a selection of programs (plus, there may be dependencies that a particular distro can't satisfy).
So you should be able to find lots of video editing software, and I'm sure there's a way to make them work under PCLinuxOS 2007 (which I don't know).
My favorite is Avidemux, which is included in the Ubuntu repositories. It's fast, easy and lean, it can cut and merge MPEG2 and many MPEG4 variants. And it does so without re-encoding the video data when it isn't necessary (which is why I like it). It includes a few video filters for trimming, resizing, or changing the frame rate. It can convert to another video format, too.
I'm using it regularly to strip commercials from my TV recordings, and then convert the MPEG2 that my HDVR generates to space-saving MPEG4.
If you are looking for advanced editing features, however, Avidemux may not be made for you.

Why are you using apt-get commands when you seem to be using an RPM based distribution?
2) if you have not set up sudo on your system, you are going to have to use su to switch to root

Then, you will be able to use apt-get.
3) You can only have one package-management utility open at a time.
This is why you were getting the following error:

You probably had synaptic open and were also trying to use apt-get in the terminal at the same time.
I would suggest that you open the synaptic package manager, press reload, and then search for kdenlive, it is most likely in the standard repositories
