OP isn't able to upgrade his 18.04. Was this because he upgraded from 16.04 or was this a fresh installation?
It's a fresh 18.04 install. No previous distros. Have been doing update/upgrade several times. Had no problem. This one time I got stuck.

Tried unsuccessfully to uninstall Nvidia and revert to nouveau.

3. Tried same as above in multi-user.target also. Same error.

It just won't remove Nvidia drivers, no matter what.

Exact same error here on Linux Mint 19 xfce, nvidia-340. It seems a really recent bug (https://bugs.launchpad.net/ubuntu/+s...d/+bug/1793610).
Deleting libGLESv1_CM.so (the file the seems to cause the conflict) and trying to upgrade is not a good idea, right?

Edit: Yesterday i has able to upgrade every package besides libglvnd-dev, today I cannot install other packages, for instance:

Finally fixed the problem. Phew!
