Just to make sure I understand, you can see the cursor except when you maximize an application window?

A couple of thoughts:

The first thing I'd do is back up all my crucial data to external media, just to be on the safe side. You might also check the mouse and hot key settings to make sure they are copacetic.

You might try booting to a Live CD/USB of Ubuntu 22.04 and testing. This might tell you whether to problem is restricted to your install (which I suspect) or something larger.

Which desktop environment are you using?

A web search for "lost mouse ubuntu upgrade" will turn up a number of articles that might shed some light on this.
