I looked in /etc/resolvconf to try to find deleted files and I found /etc/resovconf/run/resolv.conf was empty but my laptop had this in it
Code:
# Dynamic resolv.conf(5) file for glibc resolver(3) generated by resolvconf(8)
# DO NOT EDIT THIS FILE BY HAND -- YOUR CHANGES WILL BE OVERWRITTEN
nameserver 209.18.47.61
nameserver 209.18.47.62
search rochester.rr.com

so I put it in and now it works.

What generates /etc/resovconf/run/resolv.conf?

Depends on your distribution. In your case, it's probably resolvconf. A comment in the file references the resolvconf(8)¹ man page. Why won't you look it up there?
_______
¹ I linked to the man page of the original implementation from Debian. But it could be (an older version of) openresolv as well. You really should look up the man page installed on your system.

I think this is an indirect result of things installing windscribe changed.
Question remains: how exactly did you un/install windscribe? All steps in full detail, please.
Also, what distro.

I"m using mageia. Windscribe has a rpm file so I used the installer that is listed in the menu when you click on to it. I un-installed it using MCC.
