Synaptic upgrade, apply does nothing


Running on FC1, and using the freshrpms repository, I did a refresh and smart upgrade, which marked 9 RPMs for upgrade. Apply looked like it was upgrading the RPMs, but when it finished, they were still marked for upgrade, and no upgrades had been done.

There were no error messages.

How can I find out what happened and how to fix it?
