Seeking advice: best way to include a static API from another driver directory.

Newbie here.

I would like to include the static API write_msg() from drivers/net/netconsole.c to drivers/serial/serial_core.c (for debugging purpose).

What would be the best way to do so? Helpful advice is appreciated.
