Is there a way to create a user with root permissions other than root ? I'm thinking in advance of an emergency way to get in incase the root password ever gets lost.....Other suggestions ?

There are ways around loosing the root password other than creating another all powerful account which is just a security issue really. For example you can boot into single user mode and reset the root password, read up on it

Yes you can create a user with roots permissions, but don't. Like was mentioned, it's a huge security risk, and it's not really a great way to do things.
