Need access at xebian.localdomain.local for port 21... but I have no clue

You may want to note that, yes, this is debian for the xbox (xebian), but I doubt that matters. That, and though I may be good with computers, I doubt I could even spell "www"

Anyway, I needed to use an FTP program, but when I try to use it, it tells me "xebian.localhost.local.(port # I try) permision denied" or something to that point.

How can I, perferibly in bash, fix this problem?
