Why don't you use a newer version to do a clean install? There are many ways to get a linux cd/dvd/usb.

We need to know the specs of this system too. Ram amount, can it boot to a cd/dvd or usb?

Mepis 2004 is out of date and not supported at all. I strongly recommend to go for a current version of Linux, so that you get bugfixes and, more important, security updates. SInce the Inspiron 9100 is somewhat older (a 2004 machine with Pentium 4 and 512MB of RAM by default) I would recommend something more lightweight than Mepis, maybe SalineOS (also based on Debian, using XFCE) or the little brother of Mepis for older machines, antiX.
