Hi,

You need to set your CD/DVD ROM above hard drive in bios for the boot order, alternatively if the laptop has a boot menu use that manually select the CD/DVD rom. It should give you an option to hit a button to boot from CD/DVD for about 5 seconds, if you are not getting this after that it might be that the CD is damaged or that your laptop only has a CD-ROM when the disc is a DVD. These are things you are gunna have to check for yourself however.

P.S. while this laptop previously had Linux, this issue has no real relation to Linux at all.

now you have deleted the OS, but MBR is specific to the GRUB thats why, you are receiving the grub prompt or may be GRUB etc.

i think the system is not booting through Cd ROM so that you are moved to the GRUB.

go to system BIOS and set CD ROM as first boot device. then you will be boot through CD ROM.
