One of my favorite sites when I first started with Linux was the linux documentation project. Their HOWTOs are reasonably good even if somewhat dated.

If you just want to get something working without a thorough understanding of exactly how/why something works, linuxnewbie.org has some good pages

And, of course, sites like this one.
The short answer to your question about LILO/GRUB is, both are boot loaders; most posters in this forum (myself included) prefer GRUB as it is more powerful (not to mention scriptable) than LILO. The acronyms are:
LInux LOader
GRand Unified Boot loader.
You can find more info on LILO in the HOWTOs, and more info on GRUB via the gnu.org site (Look for a link to gnu software.).
