Angry laptop does not shut down

I have just updated to Linux 19.3 on Dell Inspiron but on exit power does not go off. I have also done similar upgrade on Toshiba satellite and that one works OK as before. Prior to upgrade, the Dell would switch off completely after 'shutdown' . I shall be grateful for simple advice as that is the kind of mind that I have. EW:

Exactly how did you try to shut it down? (using GUI, which menu/whatever...). What will happen instead of power off?

Actually you may try to go to a console and execute poweroff (as root) too.

I have that problem with the latest Xubuntu on my Thinkpad. The shut-down routine starts and stops half-way. The solution here is to hold down the power button until the screen blanks — then quickly release, or it'll boot up again. I can't remember the explanation of what's going wrong — I just grabbed the solution.

[For testing purposes] Does the problem happen when you issue the shutdown/poweroff command

Code:
shutdown now -h
from the terminal as root?

If you just have the shutdown screen displaying, you can press esc to see the text and at what process it is stuck at.

I used the 'shut down' option in the menu provided in Linux - using the GUI, of course. ( I do not understand about 'going to a console'....)

Yes, I also use that as a solution, but it is not ideal, If it works properly on Toshiba, why not on Dell ?

I am most obliged to you. I have used the command you suggest in Terminal. The result is ths same as when using the Linux close routine - power remains on ( and I have to hold down the power key to get it to close completely.) I hope this info may help you - with my problem!!

Fire up a terminal. I think that's what he meant with Console

In the terminal type: shutdown now -h

And see if it will shutdown

Edit:
Just noticed you've already tried it.

How did you update to Linux 19.3? I take it you mean Linux Mint 19.3?
Did you upgrade from an earlier version or did you do a clean install?

Pressing esc. at the shutdown screen simply made the shutdown screen disappear. Sorry, but not useful.

It was a clean install from usb ( via download on my other laptop using Mint 19.3)

Can you provide some hardware details?
Code:
inxi -Fxz
That info may help others to research/advise further.

Something to try - See if using the 'idle=mwait' kernel boot option is helpful in getting your laptop. This gets added to grub like so...
1. Open a terminal
2. gksudo xed /etc/default grub
3. Change GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" to GRUB_CMDLINE_LINUX_DEFAULT="quiet splash idle=mwait"
4. Save and exit xed
5. sudo update-grub

If there is no text after the shutdown screen goes away, then press F1 to switch to that terminal (In Linux generally F1 thru F6 are text terminals, with the GUI on F7. Some change things to put the GUI on F3).
You should be able to see some text from the shutdown process. I had an issue were it would hang for 2 minutes trying to unmount an remote filesystem.

You can press F7 or F3 to get back to the GUI screen.

Switching to a text terminal is Ctrl-Alt-F2 on Ubuntu and Mint. The graphical terminal is 7 or 1, depending on the version.

I had the same thing happen to me. The below changes help my shutdown/log out

sudo xed /etc/systemd/system.conf and un-comment row DefaultTimeoutStopSec and change to 10 sec
If you use Chrome, go to advanced settings and disable "keep background processes running when closed"
