kde-config not found


I am using Kubuntu ver. 14.10 which I upgraded to in October of this year. I am trying to install a Web Editor but it says the "kde-config" is missing. I did the sudo apt-get install kde-config but now I get this
checking for crt_externs.h... no
checking for _NSGetEnviron... no
checking for vsnprintf... yes
checking for snprintf... yes
checking for X... configure: error: Can't find X includes. Please check your installation and add the correct paths!

Please help as I am lost.

The nine year old `kdewebdev-3.5.8´ requires a KDE 3.5.8 environment,
(or 3.5.9, 3.5.10) with the -dev packages for 3.5.x installed.

`kdewebdev-3.5.8´ : Not supposed to work with Ubuntu 14.10 .

Webeditor : $ sudo apt-get install bluefish
http://packages.ubuntu.com/utopic/bluefish

Why are you trying to install kdewebdev from a downloaded package? You should be using apt-get to install the current version of kdewebdev in the Ubuntu repository which is 4.14.1.

Open a konsole and run: sudo apt-get update. When that runs to completion, run sudo apt-get install kdewebdev. Apt-get will take care of installing any needed dependency packages as well.
