Thats a quote from the first site. It does not claim that the GNOME foundation initially developed gtk, but at the moment, they are in charge of the project.

Maybe that's why I got confused- On the right side of the page it gives the specs-

Developer GNOME Foundation

Yet, the text said different. Thanks for the clarification...
