You need one OS (linux or win) to format de HD.
Each one have their proper filesystem to format and partitioning the HD
You can do it with the proper CD (again: Linux or Win)
Old win need a bootable floppy but today with only the CD

If you have LILO, you could have some trouble removing it from the system,

If you get some program called lformat, you put that in a bootable windows disk, but it formats the entire disk, fdisk is useless removing the particion where LILO is located

You can remove lilo from the mbr with
/sbin/lilo -u
You can remove grub or lilo from the mbr by booting with a Windows 98 boot floppy (at the prompt, type fdisk /mbr), or by using the Windows XP Recovery Console or the Windows 2000 Recovery Console

You may have a Windows upgrade disk which needs a previously installed version of Windows to install.
