the .theme file is inside the tar.gz file that you downloaded. Just untar it using tar -xvzf xxx.tar.gz . Then you'll find the .theme file..
Also an easier method will be open the directory containing the tar.gz file in konqueror. Open the theme menu and just drag n drop the tarball into it.. KDE will untar
I just downloaded the Plastic theme from kde-look.org. After uncompress it, I ran configure that came with it but it said that there was a configuration error. "Can't find X includes. Please check your installation and add the correct paths!".
