KDE Themes...Where to install?

Ok here is a simple newbie question. Where do I install KDE Themes? The instructions from the website http://www.skinbase.org/kde.php where I found the theme says to simply unpack the tarball in /usr/share/apps This didn't work in Debian but did work in Linspire. I prefer to have it working in Debian (my favorite distro!).

You have the option to install it globally in /usr/share/apps, which requires root privileges, or you can install it in your home folder, just for you, in $HOME/.kde/share/apps.
Use Ark to view the tarball archive and simply extract it to said folder -- works just like Winzip. Don't forget .folders are hidden.
