How do you use Konquer as an FTP server?

I've heard a user can use the Konquerer browser as a FTP server on a site. How is it I can go about doing that?

You can use as an ftp client. Never heard of konqueror as a server. If you wanna setup a server, tell us your distro and we'll help you out.

I run Mandrake 9.2 and want to set up an ftp server -- how would i go about doing that?

First of all, don't hijack others threads, start your own.
Secondly, use a ftp daemon or server to setup one, some of the most popular ones are vsftpd, proftpd and or wu-ftpd. Now go google or search this site, its been asked way too many times and also remember when you got a question of your own, start your own thread, don't steal others, etc.
