To view a DVD you need to have installed libdvdcss2
You need the libdvdcss plugin which does region decryption. I believe it is available for Ubuntu through package management. You will also need a compatible media player (MPlayer, Kaffeine, Xine, etc, etc, etc).
If you want to use DVDs from different version, VLC Media Player is the best choice. It bypasses the region code information without even letting the drive know. VLC requires no extra drivers and plays DVD,VCD,SVCD,DIVX,MP4,MPEG,MOV and what ever you can think of.
