That is when I choose the location manually but when I choose the ones that the launcher recommends they are these:

/home/jim44/.local/bin/opera %U

or

opera %u

/home/jim44/.local/bin/opera
is probably where opera got installed.
There may be the icon you need to drag to desktop.

If nothing works and all your paths are correct, Tredegars idea will work.
