u mean to block only he particular service(music launchcast) or the IM (Yahoo messenger).

yes!

I want to block the user in my proxy server to use the feature of yahoo music launchcast and radio.

Is it also possible to allow them to use it on a particular time only?

try to block the service by port

Yes You can specify particular time to allow the service.

all the two can done by using the acl ..
