Hard reboot of Linux server

We have Redhat linux as3 server.
Yesterday, someone powered down and powered up the server.
It didn't seem to run all the init scripts because there
are some Oracle startup scripts that run in the rc1 - rc6.
why didn't it run?

All the shutdowns are in 0 to 2:
/etc/rc.d/rc0.d/K74oracle
/etc/rc.d/rc1.d/K74oracle
/etc/rc.d/rc2.d/K74oracle

All the startups are in 3 to 5:
/etc/rc.d/rc3.d/K15oracle
/etc/rc.d/rc4.d/K15oracle
/etc/rc.d/rc5.d/K15oracle

So it didn't even get to rc3.

How do i find which level it got to?
