Gentoo /etc/make.conf

Can someone tell me how to read this I'm a little confused.

Gentoo is the Application customizable linux Http://www.gentoo.org
/etc is the folder
/make,conf is the file

I understand that part, but it it written sort of like this

# blahblahblah
#
#
#
Chroot(some type of command)

So when I'm configuring this do I change stuff with # before there name or when they are by themselves

anything with a # in front of it is "commented out," meaning it is ignored.
