Im trying to install apache on fedora 16 can anyone help
Hi and welcome to LQ,
Fedora 16 went EOL 5 yrs (since 2013-02-12), so don't even try to install anything on it.
Install or upgrade to the latest Fedora 27 and then do what you want to do
