console login question

Using slackware 10.... I am trying to limit access to console switching on a public access machine. I edited inittab by commenting out every console except for the first one. When a user logs in a profile, Alt-Ctrl-F2/F3 will render a blank screen. They cannot do anything, but it might be confusing for people to see a blank screen..

What can I do to eliminate the ability to use the key combos to start new consoles?
