Consistent Reproducing of DayLightSavings rollover


Hi all

I have a linux based embedded system .In the system I have option to change system date and time

Linux kernel version no:
2.6.14.7-tiny1-WR1.3al_small

I have to reproduce a DST rollover for 2 timezones Europe and US/Eastern multiple times for certain testing
1)Europe --On DST end date 28th Oct 2012
time should roll from 3:00 a.m. to 2:00 a.m
2)US/eastern --On DST end date 4th Nov 2012
time should roll from 2:00 a.m. to 1:00 a.m.
I am not able to reproduce these roll overs consistently
Note: The DST flag is set to -1 so that system takes decision about DST

Can anyone tell me what are the steps to follow for changing
system time so that i can see these roll overs consistently
for numerous times
