cannot install csh in debian

Hello all senior users, i have recently started working on debain-linux, In it I installed accerlys discovery studio, however it has some license issues. to solve those issues, i have to install csh. I dont have internet connectivity on the linux system, or better to say that i am not able to connect to internet in my linux system using ethernet cable. So kindly help me for
1. installing csh without internet connection
2. connect to internet using ethernet cable in debian linux

1. Download, move with USB stick, install:
http://packages.debian.org/search?keywords=csh
