wu-ftpd ... the usual problem

I am having a problem under RedHat 7.1 in trying to access wu-ftpd from any other computer, using the internal or external IPs. The server is running wu-ftpd, opensshd, and apache httpd.

All services run fine, except for wu-ftp which I can connect to, but never login to. There is obviously a problem with the configuration since I had the problem before, reinstalled, and there is still a problem.

Curiously, though, another box running RedHat 7.1 is running a wu-ftpd server with no trouble after just one identical install. hmmm...

Help?

Sure. Here is a log of my ftp client when trying to connect:
Trying 192.168.1.81:21
Connected to 192.168.1.81:21
220 coyote FTP server (Version wu-2.6.1-16.7x.1) ready.
USER j0ker
331 Password required for j0ker.
PASS xxxx
230 User j0ker logged in.
TYPE I
200 Type set to I.
PWD
257 "/home/j0ker" is current directory.
PORT 192,168,1,90,128,211
200 PORT command successful.
LIST -a
425 Can't build data connection: Connection refused.

I'm thinking its something with the firewall on the server, but I can't remove it and expect to be safe, and I don't know what to change on the firewall to allow it to work.
