Unhappy Want Download speed not more than 4K to 5K


I am using Fedora core 4 32bit.
I have my cable net setup. i got the problem that when a user starts download any thing he can take the whole bandwidth. i want that when ever a user wants to download any thing he maximum get 4K or 5K downloading speed. Plz Provide me the best solution. I am using Fedora Core 4.
