VSFTP and PASV mode

I have setup a VSFTP server under Redhat 9. I have it all configured to use PASV transfers, but seem to be running into this problem. When I connect to it from the Intranet I don't establish a connection to the data port. I have a range of ports open on my router, like range set in VSFTP for PASV MIN and MAX. From what I can see the PORT command attempts to connect using one of these ports, but times out. Has anyone seen this before? Any suggestions. Note: I have changed the server address's in the following transcript to reflet non-broadcast address's.
