Verrrrrry Strange Verizon DSL IP issue

I have a client that is leasing Verizon Business DSL service. The internet is fine but a bit slow at times. I have lately been getting frustrated in trying to connect to my client via ssh because the dynamic IP address keeps changing at 5 minute and sometimes less interval. I have never in my 15 years of IT have I ever seen an ISP have a lease so short. Is that normal and if not I guess I will call Verizon. Any other suggestions?

I have several clients that use Verizon DSL. So far I haven't been asked to set up a VPN for them so I'm not familiar with Verizon's IP policy. I can say that Comcast in Massachusetts can change your dynamic IP frequently or not. I have one client that thought he had a static address because it hadn't changed in a couple of years. He moved his office and the public IP changed several times in a week. It got to the point that even the dynamic DNS client software in his Netgear router didn't keep up with the changes. Lately that client's public dynamic IP hasn't changed very frequently so the dynamic DNS software on his Netgear router can keep his IP address up to date on the DynDNS servers.
