upload rate limit


I need to use a rate limit on my internet connection, because my university cuts me off if I transfer too much data.

at first I used cbq-init, then I switched to shaper, which is mostly the same, but no longer required manual install.
in 8.10, shaper disappeared, and I could not figure out how to configure the shaperd utility. I tried to go back to cbq, but it did not work.


I need to limit the outgoing rate to 800 kbit/s for all IP addresses except *.*.130.0/23 (*.*.130.0-*.*.131.255) which do not need limiting. if IP sorting is complicated to configure, limiting all traffic is acceptable.
