setting ip_forward without proc enable

Hi,

Please help me in solving this issue.
My Device should support ip_forwarding but for that when we enable /proc file system it is taking lot much memory.

So please could any one tell me the solution how to set ip_forwarding without enabling proc file system in the kernel.

Thank you very much in advance

L.Chand

# Controls IP packet forwarding
net.ipv4.ip_forward = 1

in /etc/sysctl.conf
