RedHat 9.0 Firwall setting to enable telnet/ftp

Hi
I have installed (custmoized Version) 9.0 RedHat , seems like it defaults to Hardned version meaning that "setup" command doesn not allow me to change firwalls or even just to enable telnet/ftp tcp protocols , has anyone got any suggestion on this , I did modify the xinetd.conf file but in vain .

Don't use telnet for remote login, use ssh instead. telnet is an inherintly insecure serivce and should never be used for remote login--ever (however, don't confuse telnet "the service" with telnet "the client", since the client is quite useful at testing TCP connections).

In otherwords, you should completely disable telnetd and use sshd instead.
