You've been asking about proxy servers for quite a while now, and have been using Linux for fourteen years. First two hits for "create a forward proxy with squid" in Google are:

...along with multiple ways to do this with nginx and stunnel. You say nothing about the version/distro of Linux you're using, or the 'some restriction' you have (or why), so it's hard to offer anything past simple lookups; see the "Question Guidelines" link about doing basic research before posting. Rather than circumventing the 'some restriction' you have, you need to work WITH your network team and find a solution that works for both of you.
