Does anyone have experience on what tools to use for this purpose? I've been googling around if Squid can accomplish this but looks like its not.

You've been asking about proxy servers for quite a while now, and have been using Linux for fourteen years. First two hits for "create a forward proxy with squid" in Google are:
https://wiki.alpinelinux.org/wiki/Se...it_Squid_Proxy
https://www.ssltrust.com.au/help/set...up-squid-proxy
...along with multiple ways to do this with nginx and stunnel. You say nothing about the version/distro of Linux you're using, or the 'some restriction' you have (or why), so it's hard to offer anything past simple lookups; see the "Question Guidelines" link about doing basic research before posting. Rather than circumventing the 'some restriction' you have, you need to work WITH your network team and find a solution that works for both of you.
