Patch required to enable NAPI for kernel 4.5.3 TUN/TAP drivers. I do see that kernel 4.20 does support NAPI for TUN/TAP driver.

Why are you running such an kernel? 4.14 and 4.19 have longterm support, but if your system is that old, it should probably not be used for a VPN.
But if yo don;t want to upgrade, then install the 4.20 kernel, but it will not get any patches.
